Fan is normal speed, and its works after boot but it takes 30 minutes to 45 minutes. I can't run ASD either.

I can't be holding the option keys for 30 minutes to 45 minutes to boot to ASD. I will try put a tape into the options keys and I will update you guys.

Try flashing a new image on to the SPI ROM.

+1 Most likely a corrupted EFI ROM (could be just corrupted ME region)

Also try doing PRAM reset if you didn't do it already.
Can you write an image of the ASD EFI for that board only on the USB thumb drive and stick it into the USB? Then wait for an hour and see if it will boot to it.

is not ME region is not SPI ROM. I updated to Latest MacOS Catalina everything working while computer is completely boot to MacOS once i turn it off and turn back on I have the same problem. Browsing is not a problem Only the first boot is the problem take forever. I also replaced the CPUIMVP_TONB and TONA resistor R7402 and R7403 same problem. I'm getting hard time to boot up into the USB ASD because of the slow boot problem.
