    You're not supposed to be getting that high a voltage in place of 3.3v.
    Confirm that your meter is functional by checking the values on ppdcin_g3h and ppbus_g3h. If you can get normal readings then...

    Do you have 3.3v on pin1 of c8030? if no, what is diode M reading on the same point? If yes, do you have P3V3S0_EN coming to u8030?

    Before any of that ppvcore_s0_cpu has to come down. Therefore the actual state of the board is a no-post. No need to check for display yet.

    Check clk and data signals on pin2 of r5200 and r5201. Or at the very least see if both resistors have 3.3v on both sides (pins 1-2 of each).

    Forget about anything having to do with RTC.
    Is ppvcore_s0_cpu above or below 1v?
    Does the board beep if it doesn't have a ram in any of the slots?

    Put your meter in diode mode and probe SMC_ONOFF_L on the keyboard connector. It should toggle as you press the power button.

    You look for beep or no with ram in order to have an idea of where in the start up sequence the system is hanging. If you get beeps it means the CPU is functional to a certain extend since it's able...

    You sure you have (or had) 10.85v on pin 26? Don't know how I missed that.

    Remove r7101 and see if you still have 5v on pin19 and 20, with the charger only.

    Ok set it to 5v/div 2.000us and measure on pin 1 and 2 of L7130.

    Ok there's nowhere else to look besides the PCH. You can do a delicate reflow to 150c-185c with good flux to remove any debris and pray it fixes it.

    So you checked that there was 3.3v on both sides of r5200 and r5201? Then the next thing is to scope those lines. There's no use in removing things if the problem is a missing 25mhz clock.
